Pre-Requisites

• The organization must be registered in Dominica as a nonprofit organization.
• The organization must hold a valid nonprofit license.
• The organization must have no authorized share capital.
• The organization’s operations should have no pecuniary gain to its members.
• All profits or other accretions to the assets of the company are to be used in furthering its undertaking.
• The organization should have a Board of Directors with a minimum of three (3) Directors.
• The organization must maintain annual accounts.

The scope of the applicant’s work must include at least one of the Charitable Purposes to Benefit the Commonwealth of Dominica:

• Disaster Risk Management and Post Disaster Support.
• The advancement of education, indigenous people, religion, health, community development, arts, culture, science, sports, human rights, animal welfare, environmental protection.
• Provision of housing and other social welfare services.
• The support of those in need because of youth, advanced age, ill-health, disability, financial hardship, or another disadvantage.
• Support of the Dominica National Resilience Development Strategy 2030 (NRDS), the Dominica Digital Transformation Strategy, the Climate Resilience and Recovery Plan (CRRP), and the United Nations Sustainable Development Goals (SDGs).
• The advancement of any other purpose that may reasonably qualify as determined by Cabinet.

Having met the stipulated pre-requisites to register as a Government Approved Charitable Organization, the following documents must be submitted to the Ministry with responsibility for Relations with Non-Government Organizations:

• Application Form for Charitable Status.
• Certificate of Registration / Certificate of Incorporation.
• Articles of Association that specifies the regulations for the organization’s operations and define the organization’s purpose to include tasks that are to be accomplished within the organization and the handling of financial records.
• Prior year’s Financial Statement or current financials to include all donations received and related expenditure.
• A list of imported items for which tax exemption will be needed.
• A letter of endorsement or recommendation from an affiliated institution or organization that can attest to the information provided, where applicable.
• Resolution of the Board approving the request for inclusion in the list of Charitable Organizations.
• Declaration of the source of funding.
• Recent Police Record of Directors.

Please take note of the following:

• Approval for inclusion on the list of Charitable Organizations is valid for a period of five (5) years. This will provide an opportunity for an audit to be conducted of existing charitable organizations to determine their current status.
• The Charitable Organization will be expected to apply for renewal after such status expires.
• All Charitable Organizations currently on the approved list must reapply and submit all required documentation for approval.
• Applications are to be submitted to the Financial Services Unit (FSU) for review.
• Approved requirements and the application form should be made available on the Government of Dominica website and at the relevant Ministry.
